El Observatorio Español de Cannabis Medicinal (OECM) nace en octubre de 2015 con la necesidad de promover, coordinar y realizar actividades y proyectos orientados al conocimiento de las propiedades y usos medicinales del cannabis y sus derivados. Así mismo, pretende asesorar a entidades públicas y privadas e informar a las instituciones, los medios de comunicación y la sociedad civil acerca del conocimiento actual sobre las propiedades y usos medicinales del cannabis y sus derivados, basándose en los resultados de estudios científicos y ensayos clínicos.

El OECM está integrado por investigadores, médicos y asociaciones de pacientes que tienen relación con el uso de cannabis medicinal.

El OECM es una asociación sin ánimo de lucro y se subvenciona mediante cuotas de socios, donaciones particulares y de asociaciones de pacientes así como de proyectos de investigación.
